So even on a first playthrough with a suboptimal setup I was able to have a working tank that was also able to kill effectively. My other characters all had 4-6 str with some crit resistance because again, enemy crits are what actually kills you I also chose not to use the cyborg implants which would make him even tanker and due to poor planning I only had 7 in armor modding, so his electric resistance was shit. As long as he wasn't in cover he always got targeted by ranged enemies. At endgame my melee medic/tank was unkillable with 20%crit resistance, maxed str/spd/for with 4 points in int and 4 in luck (which would have been better all in luck honestly) and was able to consistantly kill things on supreme jerk. Luck also increases evasion and enemies have really low hit chance at point blank range. On top of that, any character maxing str is going to want to max speed first as you need the mobility first and evasion is better for tanking than armor.

You need crit resistance if you want to face tank, given a resisted crit does ZERO damage.
